A EXCLUSÃO DIGITAL: O REFLEXO DA DESIGUALDADE SOCIAL NO BRASIL

Abstract

The digital inclusion consists in the process of democratization of access to new digital technologies of information and communication allowing all citizens insert into the informational society, the network society of Castells (1999). However, according to Assumption and Mori (2006) this inclusion not only means allow them to take ownership of this new technology, but improve their living conditions. Santos (2006) complements stating that digital inclusion is a particular facet of social inclusion issues. In the case of Brazil, which has several social problems and presents a high level of inequality, as can be seen by its Gini index, there is a great concern with the digital exclusion. In this perspective, the aim of this research was verify the actions, involving programs and projects, of the digital inclusion that the Brazilian government has offered, which also has promoted social inclusion. To achieve this objective was made a descriptive research, bibliography and of the exploratory character, conducted in the second half of 2012. In the research was verified the existence of 22 government actions of the digital inclusion that has contributed to social inclusion. In addition, others are in development, 94 are already registered in the National Observatory of Digital Inclusion and 108 are registered in the Ministry of Science and Technology. The results revealed that the projects and digital inclusion programs that exist today are not enough to reduce the perverse situation of Brazilian social inequality. And that these need to be transformed into consolidated public policies, as already observed by Spagnolo (2003) which highlights the importance of public policy by governments, especially in developing countries in order to reduce the gap between those who have access and those who do not have access to the resources of a technological society.
